New CERV Call Networks of Towns

Objectives:

  • Promote exchanges between citizens of different countries to reinforce mutual understanding and tolerance.

  • Provide opportunities for citizens to broaden their perspective and develop a sense of European belonging and identity.

  • Engage towns in discussions on climate, environment, solidarity, and migration.

  • Enable citizens to discover the cultural diversity of the European Union and recognize European values as the foundation for a common future.

  • Encourage cooperation between municipalities and the exchange of best practices.

  • Support good local governance and reinforce the role of local and regional authorities in European integration.

  • Opportunity for towns to develop larger-scale projects, increasing their impact and sustainability.

  • Possibility for beneficiaries to develop more thematic and policy-related projects.

  • Greater citizens’ engagement in society and a more active involvement in the democratic life of the Union.

  • Increased mutual understanding and acceptance of European minorities, such as Roma.

  • Better information on the rights conferred by EU citizenship and improved implementation in Member States.

Themes and priorities (scope):

  • Promoting awareness and building knowledge of the role of minorities, including people with a minority and racial or ethnic background (e.g., Roma and migrants).

  • Strengthening the European dimension and democratic legitimacy of the EU decision-making process.

  • Fostering free, open, and healthy democratic governance amidst challenges like low voter turnout, populism, and disinformation.

  • Supporting citizens’ active involvement in European political life and the exercise of their electoral rights.

  • Bringing citizens together to discuss actions on climate, environment, and solidarity.

  • Addressing the impact of the COVID-19 pandemic on local communities and civic participation.

Activities that can be funded (scope):

  • Workshops, seminars, conferences, training activities, expert meetings, webinars.

  • Awareness-raising activities, high-visibility events, data gathering, and consultation.

  • Development, exchanges, and dissemination of good practices among public authorities and civil society organizations.

  • Development of communication tools and the use of social media.

Gender equality perspective:

  • Design activities to be accessible to both women and men on equal terms.

  • Conduct a gender analysis to map potential impacts on women, men, girls, and boys.

  • Integrate a gender perspective in communication, dissemination, monitoring, and evaluation activities.

  • Proposals with a gender perspective across all activities will be considered of higher quality.

Available budget:

  • EUR 6,000,000.

Timetable and deadlines (indicative):

  • Call opening: December 14, 2023.

  • Deadline for submission: April 18, 2024 – 17:00:00 CET (Brussels).

  • Evaluation: May - July 2024.

  • Information on evaluation results: October 2024.

  • GA signature: December 2024 - January 2025.
